Congresswoman Pingree, thank you for requesting input from me with respect to your co-sponsorship of H.R. 5019.  I know that you understand that people do not buy products, they buy the benefit from the USE of the product.

Some way must be found to EDUCATE as well as to MOTIVATE home owners to want to learn more about the increased COMFORT and the SIGNIFICANT FINANCIAL SAVINGS derived from the use and proper installation of intelligently selected and purchased energy conservation products.

The fact that homes, world wide are the largest single contributor (38%) of CO2, resulting in Global Warming is proof positive that the occupants of dwellings simply do not understand the most basic of the principles of Energy transfer and/or the Physics of Energy Conservation. If they did, housing would not exceed that of Transportation and Industry. If residential dwellers simply understood the most basic and elementary of energy concepts, such as:

HEAT RISES. AS THE WARMED AIR GOES UP AND THROUGH INADEQUATELY INSULATED CEILINGS IT CREATES A NEGATIVE AIR PRESSURE VACUUM EFFECT IN THE LIVING AREA OF THE HOME. THE REPLACEMENT AIR FOR THE WARM AIR RISING THAT IS LEAVING THE ROOM THROUGH THE CEILING IS SUCKED IN THROUGH INADEQUATE SEALED DOORS, WINDOWS, WALL ELECTRICAL OUTLETS AND THE RIM AND BAND JOISTS AROUND THE FOUNDATION. THE AMOUNT OF NEW AIR INFILTRATION (DRAFTS); NOTE THAT NEW AIR NEEDS TO BE HEATED SO YOUR FURNACE COMES ON...CAN BE SLOWED DRAMATICALLY BY A HEAVY BLANKET OF DENSE, SAFE, ORGANIC, CELLULOSIC INSULATION THAT IS PROPERLY INSTALLED IN THE CEILING.

Chellie, THIS proposed H.R. 5019 should include a powerful incentive for ATTIC INSULATION BUT ONLY FOR INSULATION INSTALLED BY PROFESSIONAL INSTALLERS. Attics are dangerous places. One misstep and you can do serious property damage and personal injury by falling through and/or putting a foot or leg through the ceiling. In addition Scientists at OSHA have produced research that have shown that "THE CAUSATIVE LINK BETWEEN RESPIREABLE FIBERGLASS FIBERS AND LUNG CANCER IS INCONTROVERTIBLE"

Chellie, in addition to the health and safety hazards found in attics new or added insulation can not be installed without first professionally surveying the adequacy of the VENTILATION IN THE ATTIC. Trapped, moist air in an attic due to improper ventilation WILL result in serious structural damage.  Attics are no place for "DO IT YOUR SELF RETROFITTERS". Even more urgent is the need to not have any substantial incentive related to re-insulation of an attic allowed unless a certified, licensed Energy Auditor performs both before and after audits on the efficacy of both what work is to be performed and the quality of the work performed when completed.

Congresswoman Pingree please, please incorporate in H.R 5019 the acknowledgment that the sponsors and cosponsors of H.R. 5019 will include an expenditure to prepare a generalized generic guideline USDOE freely distributed booklet with the suggested TITLE of:

UNDERSTANDING THE BASIC FUNDAMENTALS OF RESIDENTIAL ENERGY CONSERVATION

(SAVING ENERGY AND MONEY BY FIND OUT HOW AND WHERE THE HEAT IS GOING IN THE WINTER AND HOW TO SLOW DOWN THE LOSS AND/OR HOW AND WHERE THE HEAT IS ENTERING  IN THE SUMMER AND HOW TO SLOW THE HEAT GAIN AND REDUCE COOLING EXPENSE)

We are recommending that you personally contact FOUR specific individuals to provide professional testimony at your Congressional Hearings as to the NEED for and CONTENT of the proposed EDUCATIONAL component of H.R. 5019. The individuals recommended, WHO ARE SEASONED ENERGY EXPERTS are as follows:

Bilodeau, Director) of the University of Maine, Orono.

Congresswoman Pingree, I am sending to your office Oak Ridge National Laboratory and OSHA documents and a recently produced Public Educational Documentary video (including supporting documents) produced by my Par/Pac Inc. that was intended to expand, clarify and support the efforts of the original NBC DATELINE Video (entitled "BLOWN AWAY") on the "pitfalls and scams" perpetrated on the NAIVE AND EXTREMELY VULNERABLE and INEXPERIENCED PUBLIC. The DATELINE effort was an out growth of efforts by HOME ENERGY Magazine and the (ICAA) INSULATION CONTRACTORS ASSOCIATION OF AMERICA to alert the public to "PROBLEMS IN THE ATTIC". You'll note in the package I'm sending to your office that the "PROBLEMS" were research and confirmed by the U.S. Governments Oak Ridge National Laboratories. That research along with the efforts of the experts listed above have brought much needed transparency to the issues confronting the world of energy conservation.

Congresswoman Pingree, you are well aware that politicians are perceived to exist in a world of slowness and risk avoidance. Both I understand are essential for job security. I Urge you and implore you to call the recommended experts and enlist their council in securing the “guide” lines for the success of H.R. 5019.
